The black plastic ring is there to make the 6 rotor bolts easier to remove. If rim brakes (V-Brakes) are used, the plastic ring can be left in situ. If disc brakes are used this ring should be discarded before replacing it with your rotor, using the same 6 bolts. A small amount of thread lock is beneficial when refitting the bolts to prevent them from coming loose.
